deck on a roof

I have a ledger board above my front door ready for joists, that will be an upstairs deck. I would like some tips on how to enclose the space below for a mud room and still have it be water tight. I am aware of how to build a hot roof and I am aware of the existence of water proof membranes, epmd?? I need tips on how to hang the railing and details. thank you.

    Go to http://www.duradek.com to find a dealer in your area. This is my prefered way to waterproof a roof top deck.
