bcj- That's a good question.
This post, in response to your question, will bump the thread through the 'recent discussion' listing again.
Perhaps it will catch someones attention that can help you with advice.

r u a feckless dastard?
handful of questions:
if whatever you use to fir it is only 3/16", how are you going to attach the Trex to it?
You said you realise its not spec, do you also realise that the amount of gunk that gets trapped under there is going to retain water and debris and create a mold haven? I think you're setting yourself up for a really unhappy deck owner.
If you used PT lumber as firring, and ripped it, how would you attach it so that it doesn't shatter? I think, anyway, that a Hilti or Ramset would blow it apart.
Are you in a position to throw the BS flag out or is this something that someone else has already made the decision on and you just have to put the stuff down and ignore the consequences?

I know this is not what you want to hear but, more info is needed.
Roofdeck? Deck over existing patio?....
Please outline a few influences to your restrictions.
Are you limited to a 3/16 clearance due to door height from existing "substrate"?
If so, how about having a "loose" panel as the exit plane and then, maybe 3' from the door, build a step up. This would give you adequate clearance for structure and water flow.
How is this deck anchored and to what?
