My house has a second-floor porch with a painted wood floor, which of course means it’s getting less and less painted as time goes by. This is of particular concern because I know that some of the peeling paint is lead paint. What I’d like to do is lay down some sort of roll roofing on top of the floor and then put wood or plastic decking down over that. The floor is not pitched (at least, not intentionally so), but it has a roof over it. Is there anything horribly wrong with this idea, and does anyone have any particular products to recommend?

Not sure what you have exactly but I would think if you put roll roofing over that wood it would eventually rot.
Is the porch over living quarters or open underneath?
Due to the recent state of the economy, the light at the end of the tunnel has been turned off
It's open underneath.
with that idea you will be tearing the whole thing off because of rot thu it in ten years or less.
There are about three methods for dealing with this.
One is to make it a copper roof with flat pan soldered seams.
One is to replace the wood decking with an exterior grade plywood and then a paint on type of liquid roof - various kinds out there.
My method is to install an EPDM roofing, then use sleepers ( for drainage and separation) to support an IPE` decking for walking surface. The method is described in several threads here is you use the search function with terms EPDM + IPE`
