The vinyl siding on my house is starting to deteriorate. Every time that I wash it, or it rains, a white powder is mixed with the water and flows onto my deck. What is causing this to happen? Is there anything I can do to stop it? I do not want to replace the siding at this time.

Older vinyl siding didn't have UV protectant (or ineffective protectant). The result is that direct sun would break down the poly-vinyl polymer. Once broken down, the structural integrity is lost and the stuff just washes away.
I'm not expert on siding but assuming this is not just paint washing off (did a previous owner paint it!?), then I think you are stuck living with it or replacing it.
Basically it's a sign that it's time to paint it.
