I have16′ family room 3′ off the ground before closing in the bottom should I insulate the ground or place plastic
on the ground , I put insulation in between the joist then screwed 2″ insulation to the bottom of the joist,

Did you have a plan or communicate with your local building authourity? They'd probably be familiar with your local climate and how to handle a vapor barrier.
Ya I did the room is 10yrs old, just thought it would be better off to close in the bottom of the rooms itch bead board but before I did that concerned about mold and any animals that might get under the room in the winter there is no foundation it sit on a beam .
