Do you need finished floors for certificate of occupancy?
Currently have 3/4″ plywood subfloor over a conditioned crawlspace.
Budget and time contraints. Need to move in asap.

I have seen painted or clear coated plywood passed as finished floor. In my experience bare plywood will not pass.
I’ve never heard of an floor finish being required by any code. Lenders do usually need it
This really is a question for your building inspector.
No matter what anyone here says, he/she will have the say on what needs to be done before you get the certificate.
Like someone else wrote, if inspector signs off you are set. You might get a certificate if you cover with carpet or roll out linoleum.
Explain your situation. The conditioned crawl space may make for a different consideration since it is also part of the living space, being conditioned.

just call for final. If. you pass you pass. If not fix the floor.
I have the same issue. My inspector said I could get away with bare osb that's been painted/finished. Note you may run into issues with getting your stairs passed, as it should have been built with some finished floor height in mind. I will likely need to build a little "landing" of flooring at the top and bottom to get it passed. Janky, but a house is a house at this point.
