Dozens of Code Violations in Home Bldg Inspector Approved
I just watched this video from Lehtos Law, and it raises a LOT of good questions. It is often said that the building inspector is our friend (for both the builder and the client), but what happens when the building inspector misses obvious code violations? Who is responsible?

Interesting issue.
If a Certificate of Occupancy was issued by the municipality, then I suppose it becomes a non-conforming use by the initial owners. No foul at this point, until you apply for another permit say for an addition. That permit may (or may not) trigger the requirement that all existing code violations be corrected.
The real issue will arise when the original owner goes to sell, thinks he/she has a top-shelf home in a nice neighborhood, and that it should command top dollar. Until a home inspection reveals all of the code violations.
Some buyers may accept that and move forward, albeit at a much lower $$ offer. Others may simply walk away.
