Need to drill a (small) hole through a 2′ diameter boulder for a fountain. This isn’t mining country so rock drills are not an option. What is the best choice – rotary impact, diamond core, thermite melting (the “tool” used to burn track pins out of crawler tracks) or what. Would prefer to start with a small hole and enlarge as necessary. TIA.

How about a hand held core drill machine
I have had the core drill guys out to drill a whole bunch of 1" holes nice machine.
I might think of a good rotohammer but that might crack the rock.

we drill rock all the time.... any good rotary hammer will do it..
i'd fold in the cost of the 26" bit to the job... once you have the drill and bit, it should take less than 15 minutes..rent the drill and bit if you don't want to buy
and drill the correct diameter the first time..... it's actually hard to ENLARGE holes in rock and concrete...
that's a fairly deep hole.. so blow it out with some air every 4" or so, or the dust will cushion the impact
