I am in the process of finishing my basement but I need to install an egress window before I start the rest of the project. I live in Delaware and currently the ground is snow covered. My basement walls are concrete block and below grade. I have had no problems with water in my basement. House is 15yrs old. However, I am holding off on getting the egress window installed because of the weather and ground conditions.
My question is what is the ideal ground or weather conditions for installing an egress window in my situation. Should I wait until there are no more freeze and thaws. I was told to wait until the ground isn’t saturated.
All suggestions are welcome.

I really want to make sure the contrator I hired for the installation doesn't try to install it in unsatisfactory conditions because they don't have a lot of work.

If your house is built in a swamp with inadequate drainage, no time is right time. You would have to move it to Alaska so the permafrost would hold back the water.

But if the hosue was properly built ( a large assumption from what I ahve heard and seen in some places and has a functional perimeter drain. this job can be done any time iof year. Spring would be hardest on the guys doing it, cause of muddy soil. Dry august is best, but with precautions and planning it could happen anytime.
I would probably have an excavator dig the area, then tent in over the workspace, cut the hole, reframe with the block work and new header, then set the egress shielding and the window. Have a pile of 3/4" stone nearby to backfill with.

Personally, I would probably rather do this one in winter. The frozen soil would stay in place in the hole
