   Cool idea. 

   I wonder if you could rig up something using a standard electric cable hoist.  Could be under $200 for the hoist.

   Once saw a pot rack setup that way.  Worked well.

   The challenge would be to keep it from tipping from side to side with load shift.  Running 2 cables or ropes from either end over separate pulleys (straight overhead) might work.  Then the hoist would pull on both ropes, and it would come up level.  Also would not shift when loaded unevenly.

   The standard (cheaper) hoists come with a control switch built in, but it would not take much to setup a wall switch instead.

   Hafele has a couple models which go up and down, but are operated by gas struts, not motors.  They call 'em "wardrobe lifts". 

   http://closets.net/    has double-tiered motorized carousels.

   You might be able to rig one by starting from a motorized television lift.   http://www.auton.com/ and http://www.inca-tvlifts.com are two sources.  Inca's site even mentions a custom "motorized closet ring" they did.

   Electric clothes rod or motorized closet rod
