Was at a house in Rushford MN yesterday helping out the HO by stripping most of the electrical (water got up about 3 feet in the main level, and the panel was in the basement).
He got one quote of $6k to rewire, and he’s trying to figure out if that’s fair. (No matter what, he’ll likely have to wait 3-6 months for a sparky.) It’s a small house, 2BR on the main floor, 2BR in the half story second (which is OK, wiring wise, once someone traces the wires). Shed addition over crawl on the first floor with two large rooms. (The crawl is decent height but obviously pretty muddy right now.) I’d guess about 700 sq ft on the first floor. Electric dryer, electric range, AC. House is ca 1955 and the addition is probably from the 60s, nothing fancy.
I realize that it’s impossible to be accurate with this description, but would like some sort a ballpark range — spitball estimate. This is a rural area, but labor rates tend to be higher than, say, rural Alabama. Also, a rough estimate of materials cost would be worthwhile.

No, it's not fair. It's WAY too low. So low, in fact, that it's probably not even legal.
Just replace what got wet? Not possible. With damage of that scale, the entire house will have to be brought up to current code. For the electrical, this means additional circuits, AFCI's, breakers rather than fuses, etc.
In short, you'll probably save both time and money if you just knock it all down, and start over.
The price of the re-wire ought to be at least triple what you received.
Many times the AHJ has a percent remodel/replacement factor which dictates whether you can partial repair or yard it all out.
