Looking into getting certification for energy star-have questions
How did you go about finding a rater? do they both inspect your plans and inspect the home? What is the typical cost for the rater?
What experiences have you had with the program? good or bad?
FWIW- I think I have been building to energy star standards or very close to, am just now looking into the certification process

In NY it is run by the dept of energy.
same here but to sign up you must choose a "rater" apparently.
not much nuts and bolts info seems to be available untill you sign up.
Just what other's experiences have been wih this and whether they think it's worthwhile
You need to find a HERS rater.

They will review your plans and perform the Thermal Bypass Checklist (TBC) and blower door/duct blaster tests.
It's a really easy program to get involved with.

AFAIK, HERS raters can charge whatever they want.
I like the program a lot. It's very pragmatic and scientifically based.
