Epoxy Paint delaminating from concrete
Trying to help someone local who had a empty building get cold (was -30F outside) and burst pipes. They pulled the carpet and some months after cleaning up they epoxy painted the floor. It now has bubbles (or air?) where the epoxy has delaminated.
Why would this have happened? I’m guessing bad prep, but could residual moisture in the concrete have been the problem?
Any fixes?

I'd contact the epoxy paint manufacturer. Chances are, they've heard of this before.
For example, was the slab prepped with muriatic acid? Was it completely dry? Etc. My guess is that you're on the money re: water percolating up.
Epoxies are quite intolerant of moisture when curing, so that is a likely cause unless the slab was bone dry. Could also be sealers, grease, carpet adhesive, or using the floor before the paint fully cured.
