I’m building a bookshelf 10’wide x 8’high of 2×12 lumber. I want it to be white and very high gloss, like bar counters are sometimes seen. Ive been told that either epoxy or colored polyurethane can be used. Because of ventilation issues, It has to be water-based. Any preferences or recommendations?

Neither of those are water based.
Just do whatever ya need to build up the white base, and go with a water clear , non yellowing poly ..like Hydrocoat's Poly Shield from http://WWW.highlandwoodworking.com
Absolutly great stuff, but spendy.
The actual manufacturer in Freehold NJ, (Eric Kasner) maybe able to get it to you in white solid..it used to be available, I no longer know if it still is.
