I’m rebuilding an old porch with 1×4 t&g floor planks. There are walls on three sides with a set of stairs. How can i properly waterproof this as it is exposed to the weather?

Im not quite sure what you are trying to waterproof? Are you looking for the proper product for on the flooring or trying to close something in? If you could readdress the question.
