We’re adding on some cinderblock foundation, and there will be a wine room within, all above ground. It has been recommended that we insulate the OUTSIDE of the cinderblock, including an underground skirt, of extruded polystyrene. We plan to cover the rest of the cinderblock with stucco. What can we coat or cover the insulation with, that is paintable so we can match the stucco, or to which we can apply stucco?

You can stucco directly over the polystyrene without any problems.
