I have someone building our deck and I just got into an argument regarding the way he installed our facia boards. The deck is octagon shaped and he used butt joints and shaved the corners into some unsightly mess. I told him he should have used miter joints. Am I being picky?

I don't think your being picky! Not sure why one would even bother to put a fascia board on if their just going to bugger it up!
Don't know the circumstances of the job so its hard to say what you can do about it.

If it is an unsightly mess, and you did not wish to have a deck that is an unsightly mess, then you are probably not being picky, eh? What are you looking for in posting your question that way? Is there any other way to answer it with it being worded like that? How about posting some pictures and then one of us could give you an honest opinion.... if that is even what you want.
Or are you just looking for someone to agree with you?

i dislike miters on exterior work.. they tend to open up and look really unsightly...

I did five sides of an octagon balcony using redwood and butt joints. I shaped the corner using an angle router sled. Took me a little fiddling to get the set up right but the milling was one two three.
How do you shape the corners?
I'm with you on the exterior miters. Right now until I get a bit further on my feet I'm building decks with a franchise deck outfit that has a book with all their details shown in mechanical drawings. Decks for dummies if you will... Everything they do whether it be green wood, IPE, some real crap called Geodeck is all mitered at the outside corners. So far I've seen examples of opening up on every material without fail. I'm getting ready to build an enclosed deck for my mom and am going to rabbet the back side of 2x material for corner blocks where all the finish details can die into the back side of the block with room for expansion and contraction. A 3/4" x 3/4" (or whatever dimension fits your finish material) rabbet with the trim board running into the rabbet gives ample room for most materials while maintaining a clean look year round. Miters belong inside square houses, if there is such a beast.
I agree, it should be mitered. Dont bother though if the fascia is pressure treated 2x stock. The joints will surely open up and look worse.
Maybe you could trim over whats been done already with cedar or redwood 1x
IMO, the joints should be butted, but nicely shaped. Miter joints are too likely to pull apart, in most situations.
The exception would be using a fairly stable wood in a relatively dry environment, where finer detail can be achieved.
