I have hunter green vinyl shutters on the south side of my house that are badly faded. If you take a knife you can scrape off the oxidized surface and reveal the original color which goes all the way through. Is there an easy way to strip them to bring back the original color?

A vinyl siding cleaner/freshener might do the job. Otherwise it's probably best to paint them.
You might try Turtle wax or some other mild auto finishing polish to remove the oxidized surface and fill micro-cracks with wax.
I don't think that any paint will adhere well to vinyl.
