I’m plaiing on using GRK cabinet screws and biscuits for alignment ; need a source for panel to floor cleats?
I bought the Lee Valley shelf drilling jig with brass plated sleeves and shelf pins.

How about using pocket holes in the panels to screw into the floor?

Cleats applied with or without a dado to the bottom of your panels can be decorative, and be screwed to the floor.
or
Toe-screw the panels to the floor, surround the panel with 1/4 round or cove molding to cover the panel screws.

Look through their fasteners. If you can't find something that will work there, it probably doesn't exist commercially.
