It's a bit unclear what your assembly is or what you're worried about rotting. Some more details would be helpful.
I have a moisture barrier covering my cinderblock wall, in the basement.. I want to apply rigid foam insulation against it. Meaning, The moisture barrier will be in be in between the cinderblock wall and the rigid foam..Will mold eventually grow anywhere??
Mold requires organic material (food), water, and the right temperature to grow. Unless your moisture barrier is organic, there’s nothing for mold to eat. What’s your barrier?

thats the thing!! im not sure what They used.. Its white and plastic like..
Wouldn't mold grow on the cinderblock?? and will it help if i took a picture of it??
A picture would be helpful.
ok
So, will it be ok if i put a foam board insulation against that?
Foam board is vapor permeable so it will slow down vapor transmission and allow a wall assembly to dry out. Almost every wall assembly I've seen does NOT call for a vapor barrier but it does depend on where you are located and what your climate is.
My recommendation is to go on over to https://www.greenbuildingadvisor.com/qa and search the forums there is a ton of information there and some very knowledgeable building science folk who can better address your questions.
