finishing a basement / garage

I am thinking of finishing my basement / garage which is mostly underground and built with cinder block on slab. I figure I can get some extra light in using tube skylights.
1. How should I finish the walls. Should I get some sealer and paint them or trowel on an Ardex finish or put up drywall? I do not want to have mold!
2. How should I finish the floor. I (believe) local code will not allow a flame-able product so carpet is out. But I know Home Depot was selling a carpet made to be installed and driven on for garages and I wonder if it would pass code. Any nice other finishes for an oil stained concrete floor? Tile? Paint?
3. Any light suggestions?
I want a garage that I could live in like a finished room the house but am concered with damp water leakage, etc.

How old is the house? Any moisture or water problems?
Tubular skylights are designed to go through the roof. How are you going to do that with a basement?

That's a lot of questions Paul - and there are many answers to each. My #1 top advice for you (seriously do this) is to start by reading Andy Engel's Fine Homebuilding article called "Stay dry, no mold, finished basement" - you can find it on this website and download. It will teach you the moisture management basics you need to get started.
