l have to replace an exterior oak door sill for a client. They want it finished clear. Can I use poly on it, will that hold up to ultraviolet?

I've had good luck with the anti UV spar varnish. However, in a wear zone like the threshold, beats me.

Start with white oak, not red.
See if you can get them to let you start with a golden oak stain.
Then any oil based with UV protection.
Any bright work in a location like that takes a lot of attention yearly to keep it bright. Otherwise likely to be black in three or four years

You need to get up to speed. The newer Waterbased are catching up and surpassing some of the Old oils.
Crosslinking co-polymers are now in the 3rd decade of testing, so far Polyshield is still about the best option when comparing cost effectiveness to labor and maintanance.

Use Hydrocoat Polyshield, from Highland Woodworking. pricey for a qt. but it's bulletproof.
