my newly refinished (centeko)oak floors are stained red from the red rosen paper that covered them and then got wet. Will buffing the finish take out the red stain?

Shouldn't make any difference to you. Tell the contractor to fix the floor.

I recently had the same problem except in my case it was denatured alcohol that wet the paper, not water. The finish was a waterborne polyurethane and had dried for about 3 days before the paper was placed over it and another 2 weeks before the alcohol spill.
Had to scrub fairly agressively with a grey scotchbrite pad to get it out of the finish.
If you spot scrub it as I did there will be a difference in the sheen on the scrubbed areas.
If you buff the entire floor I'm afraid you may have to take off more of the finish than you'd like.
My guess is that either way, you'll want to recoat the floor unless my stain was just worse because the alcohol carried the color deeper into the finish than water would.
