My roofer says he wants to use foiled back decking on my re-roofing job (we have to tear off old wood shingles and add new decking.) Any comments on whether such decking is helpful, harmful or no difference?

Here is an opinion, it's not commonly used in my area, Northeast. There has always been doubts about reflective barriers without any space.

Radiant barrier sheathing like you're talking about can be useful in reducing attic heat. I don't know a downside to using it.
