How thick should footers be in West TN in rocky hill soil? My width is going to be 12 inches but I can not find anywhere on the thickness required. And should those footers be below the frost line? Frostline here is 18 inches.

Bottom of the footing must be below the frost line. Check your state building code.
Thickness & width will depend both the soil type AND what the state (or local) code requires. What it's supporting may also come into consideration - single story or more.
