Would a footing drain still be required on a home with a wrap around porch? Is there any need for a similar drainage system around the parameter of the porch? Does it matter if the porch is wood or concrete? (Washington)

Depends upon your region and if you have a basement. If you have a basement, definitely need around foundation walls. Water moves in crazy ways. Porch not necessary, but it wouldn’t hurt. If it’s a new build and is excavated, throw some pipe in the ground. Corrugated pipe is cheap.
Around the foundation walls is a must, but you should definitely check the rules in your region online or ask a competent authority.
