I just had brick veneer installed on the one-story house that I’m remodeling. I thought I covered all the bases during the rough-in, but now I realize that I forgot to provide a 4″ hole for the dryer vent. It just so happens that one of the foundation vents sits directly below the room where the dryer will be located. Is there a way that I can allow that foundation vent to double as a dryer vent so I won’t have to create a large hole in my brand new bricks?

I have done just that .
Check to ensure you have adequate venting to start with though.
I cut the screen out of the foundation vent (one siee only if a double vent) fab a piece of sheet metal to fit the opening then cut a 4" diameter hole in the sheet metal for the dryer vent to exit through, use a standard dryer vent cap to finish .
Some of the companies that make glass block also make accessories that can be used with the block, including dryer vents. IIRC, one of our local Menards carried little windows and dryer vent setups that were designed to be 2 glass-blocks wide, which is the same dimension as the vent holes on my crawlspace.
So if someone didn't want to fabricate their own vent, they might be able to buy one of those dryer vent setups.
In my case, they cemented the old metal vents into the vent holes, so even though the hole itself is the right size, the crete they slapped in to hold the old vents will need to be removed before I can either replace the vent or stick in a premade dryer vent.

Checkout the Building Science site http://www.buildingscience.com/bsc/ and decide whether you really want to vent the crawlspace in the first place.
Whatever you do, do NOT vent the dryer into the crawl and expect the crawl space vent to then take care of things.
