I would like to build a utility room in my garage, at the same level as the floors in my house (about a 2ft difference). I will use two existing walls which are on top of the perimeter foundation wall. The support for the other two walls will have to rest on the garage floor, which is a floating slab. Any ideas on how to frame this support so the room doesn’t rise and fall with the slab? Thanks!

Unless your "Floating Slab" is on quicksand, I can't see much of a problem with the slab settling a fraction of an inch.
If the amount of movement is severe, for whatever reason, you could always get a concrete saw and open up the floor at the intersect point of the two walls, 2 ft. by 2 ft., dig down a foot or two, line the perimeter with asphalt impregnated board, fill the void with concrete.
Install a small support post and install your floor joists to carry on the two outside walls, and the new post.
