Does any one know if there is a electric radiant heat system to go under a wood floor on a concrete slab.Also can some one tell me if spray in foam insulation would be good for me. I live in New England and have a 35 year old 2 story ranch.The room I want to remodel is a drafty family room on a concrete slab with a two foot kneewall which framed has a 8 inch width.I do not get water in but summers get humid.

Yeah, there are electric heat systems of various kinds that might work for you. Some are designed to be imbedded in thinset mortar, others require a special underlayment to support/protect them.
However, it may be that just a little insulation on the floor is all that's really needed.
But if it's a "drafty family room", likely your big problem is the windows. Even if the windows themselves are tight, usually they are not at all well sealed between the rough framing and the window jambs, and that is a major source or air leakage. Pulling off the inside trim and shooting in low expansion foam (eg, DapTex) may make a world of difference.
Whether it's worthwhile insulating the walls further (and, if so, how) depends a lot on what's there now, and also how the outside walls are finished. Sometimes the simplest approach is to install an inch or so of foam board and then new drywall, but that means extending jambs, moving outlets, etc.
Don't forget about the ceiling.
