I’m putting up a drywall cieling in my garage this winter. I will be insulating it with blown in celulose next winter. The space above is well vented with large soffit vents and continuous ridge vent. The garage may be heated some day and I may wash a car in there a couple times each winter. Is a vapor barrier needed?

No. But why insulate now, if you have not yet made the decision on whether or not to heat the space? Why not just leave the ceiling uninsulated?
