Looking for suggestions for removing the glue used to install the old 9in. sq. vinyl tiles from the subfloor. I would like to install the self adhesive vinyl tiles over this subfloor. Any ideas would be appreciated.

You're probably looking at asbestos laden cutback adhesive. You don't have to remove all of it, just make it smooth and the self adhesive tiles will stick to it just fine. I would wet it down to prevent dust from getting into the air, then use a sharp scraper to scrape down the high spots.
Optionally, you could disolve it with paint thinner and soak it up with tons of rags. Personally, I try to aviod those harsh fumes whenever possible, thus water and scraper would be my first choice.
Keep a file with you, as you need to keep re-sharpening the scraper.

Both the tiles and glue are likely full of asbestos.
Go to Abatix.com, they have low VOC mastic removers that work great. I've used them myself for getting up the mastic. The tiles will pop off with a gentle pry - try not to break them.
