Gluing concrete to concrete or clay

I am adding a red clay decorative cap (pavers) to mortarless retaining wall block (concrete maybe?). Any special glues needed? Is Liquid Nails ok? It has been a raining M to Wed. Should I wait to thorougly dry out the retaining wall block or does it matter? I see different opinions online as to the proper bonding agent.
