i can tell you where to look..
most school systems, cities... counties.. have purchasing depts.. just about everything has to be put out for bid... most likely online... RFB's (request for bids) usually doesn't take much to get on an approved bidders list... depends on the dollar value of each project/purchase
it's been more than a few years since we contracted with the Gov... and then it was all military.. and very little local school.. the good is that you know you will get paid... usually within 30 days of your performance...
i got a concrete guy hooked up doing dumpster pads for the school system.. kept him working for a couple years... he got paid per pad placed.. he was a minority and local business and since each pad was considered a seperate and new contract/job he only had to bid the first one...

military bases are real headache, we wont do them anymore
So true about the headache.
We still bid them if it's a big enough project.
The small ones we don't touch, usually not enough field hours in the job to cover the paper work nightmare.
are you sure you are a "minority", there be be a list of who is considered a minority, and it may be different for Fed, state, locals.also make sure you know all the rules, which can be different for different gov't.. eg, someone on this board was burnt because his contract called for prevailing wage, which he didn't pay his employees, came out of his pocket.you might also consider becoming a sub. as a minority you can have a leg up on big jobs.

Those that once were considered the minority are quickly becoming the majority.
