Ground level wood floor system

I am wanting to build a shop with a floor system of joists and plywood as cheaply as possible and as close to the ground as possible (12″ or less). Is there a precedent and technology for this approach say perhaps with treated joists on piers–no crawl space? I have my reasons.

Like a covered deck on piers?
I have no experience with this, but it seems that putting pressure treated joists right on a bed of gravel (for drainage) and pressure treated plywood floor would work.
Danno's suggestion is sometimes referred to as a "palletized" deck. Works fine for a small deck, but not sure how it would hold up to the weight of a shop and it's contents.
PT framing and PT plywood set on concrete piers would be fine.
