Just bought two halogen swing-arm reading lamps for the dressers on either side of our bed. One of them has a transformer (?) hum when plugged into a live outlet. The other does not. What is wrong here, and is it danger?

Is it a danger? Yeah, it will drive you crazy eventually. And it will probably reduce the life of the transformer a few years.
But it's probably "within spec".
