Hardie has 4×8 and 4×10 panels for outdoor use with a ‘stucco’ finish. Anyone used these? How are seams handled? Do vertical seams have to be worked in as an architectural element or are they just ‘there’? How are horizontal seams handled? Are they lapped?

I just used them as a ceiling for my wrap around porch. I don't know if they were intended for horizontal use (probably not) but I spaced my 2x blocking at 12" o.c. and used liquid nails accompanied by nails about 2" apart. Its been up there for 6 months with no problems so far.
I used the Hardie 1x for trim along the edges and I used a small trim strip made from pvc as a cover for the joints. Caulked everything and it painted nicely as it was primed already.
My only tip would be if you have to cut any holes for light fixtures, be ready to ruin a hole saw as after boring four holes, my 4" hole saw went into the trash trailer.
To answer your one question...I don't know think they expect the sheet goods to be lapped as they are not that strong along the edges and I would guess they would crack.
Cost in my area was about $20. per 4 x 8 sheet. Not cheap but it should last quite a long while and will be better than exterior drywall or soffit material which are commonly used in my area.
And it must have some "natural" feel to it as the wasps are already attaching nests to it.
