I have used the foil backed OSB on quite a few jobs when I have had to replace or add decking to a roof.
What is available when I only have to replace the shingles?
I have heard both sides of the issue of installing an aluminum backed heat barrier (http://heatbarriersystemsinc.com) on top of felt or decking and under comp shingles when reroofing a home. Does anyone have first hand experience doing this?

The term "heat barrier" is not very meaningful.
To my mind that term would be applied to something that blocks the conduction of heat. Metal foils are a very good heat conductor.
But metallic foils high reflective and low emissive to radiant energy. That thus used for radiant energy (which you get a lot from the sun) barrier.
However a radiant barrier needs to have the at least one surface of the metalic foil face a 3/4", or more, air space.
The only way that you could had it above a roof deck would be to add sleepers and then put a 2nd deck on top of that.
