I was talking to a retired contractor in Wasilla today and he remarked his new slab is ony buried a foot in the ground because the CABO (?) now has recinded the requirment that footer/slab be buried below the frost line if the slab is incorporating radiant in floor heat. Any ideas if this true and when was it adopted? I am planning on building a ICF (Reward) home in a few years and this could make a major difference in the design/cost. Thanks much.

I can't confirm the building code change, but you might want to Google for "frost protected shallow foundation". These are foundations that use carefully placed insulation to hold the heat that leaks out of the house and keep the soil unfrozen. They're approved (by I don't know what agencies) for use even in really cold climates.
