The attached picture is a fitting from a Newport brass lav faucet. This goofball fitting connects the spigots to the spout. The water comes in to the two threaded side fittings, flows around the tube that houses the drain pull up to the spout. The washers shown above in and below the fitting keep the water from escaping…… at least in theory. In practice, the top washer which is a kind of hard plastic like nylon, doesn’t compress enough, because the bottom washer is soft rubber. Attempts to tighten against the lower washer enough to seal the top washer result in tearing the lower (yellow) washer. Even though it’s never really under pressure, it weeps until it empties the spout, staining the floor underneath. I attempted replacing the upper washer with a rubber one, but it still leaks. Has anyone seen this beforte and have a suggestion to improve it s it doesn’t leak? Below is a picture of the fitting I described, and a link to Newport Brass’ assembly guide. Any help is GREATLY appreciated. This thing has leaked since it was new.

If I understand correctly it is leaking out around the top where the rod (#5) goes through.
First check the rod and the nylong bushing for a crack, rough spot, or volid.
But that should be a low pressure area.
I would check the aireator and make sure that there is no trash that is blocking the flow and causing pressure build up.
Youre gonna think this is a smart azz comment and its not.
If you cant find where its defective and a new kit cant be set back inside , its not worth it . Dump it and pick up a Delta or better. This unit may be top of the line from some warehouse but you say its leaked since it was new which it shouod have been taken back. Normally the cost of a new one is cheaper than a plumbers service call. I know thats the case here and then you get charged with parts marked up big time . If I cant fix one with one trip to the parts store I dump them unless you want to install a cheapy and fiddle with it in the shop while the cheapy is being used. I keep cheap or rebuilt loaners while parts are on order. The faucets will be 1/2 inch male threaded and can be adapted to a water hose with special brass fittings. Im housing a freeze proof faucet that froze with a hose attached and I sordered it back but it wasnt going back into a customers wall but its been pressure tested and ready to be installed under a crawl space.
