I worked for a realtor that managed HOA's for a lot of subdivisions in our area, working either directly with the HOA Board or developer, if one was still involved in the HOA. Many developers turned over the HOA to the elected Board once the subdivision was up and running.
We charged "per door", which meant that any lot or property owned by a builder or homeowner was subject to charge. The developer usually gave builders a 12 month deferment on HOA dues. Once the property sold, the dues were prorated and paid by the builder and owner.
I don't actually remember how much we charged per door, but it's going to vary per region anyway. BTW, I'm in north Alabama.

Well one big this that you need to know is what does the HOA DO.
There can a huge variation in that and thus the cost.
I live on a private lake. And we have a 1/2 million budget, but no management company.

I hate HOA's. They always got some grass naughtzi or a hall monitor wanabe on the board. All them made up rules.

got the city of Bend all riled up last summer. Sems the HOA run by land developer was enforcing the no clothesline rule. Ended up on the front (?) page of the WSJ

I had a bunk of plywood and a pallet of ipe T & G under my camp--- a frigging camp up on stilts--- HOA sued me to make me move it. ARG!

HOA' are so so different and what we have might not be a classic HOA so I hate to get into these discussion.Until recently they only HOA building restrictions where what was in the C&R's for the orginal development. That was in 1928 it was for summer fishing cabins. What I remember is that it needed a permanate foundation, no tarpaper roofs and not metal covering. The later was ignored for years with AL siding until someone wanted to put on a metal roof.For several reason those C&R were allowed to expire and the city is handling all of the building code issues.And what restrictions that there are are generally fairly easy to work with.I have had a crack in my seawall that I wanted to repair. To fix it I needed to knock down about 10 ft length to the base and also dig a big hole behind it to solve some undermining. Then I wanted to put it back with a raised planting bed behind it. As 2 members of the commitee if I needed a permit. They said no, it was just a repair..
