We are remodeling a home with 2X10 floor joists spaced 16″ o.c. on the second floor. The floor joists are 14′ long to the bearing wall. The plumber bored 4 sets of 2 3/4″ holes spaced 6″ apart and 72″ in from the outside wall. The holes are bored in the 2nd story floor joists and cover 11 joists. The holes are bored midway between the floor joists. Should there be 2×10 blocking installed between the floor joists and if so, should the blocking occur between each set of holes? The floor decking will be 3/4″ T&G plywood.

Plumbers, the curse of all carpenters.
Your local building code will give the information that you're looking for. Spacings vary for holes, blocking, spans etc.
Although, this case isn't too serious, whenever I have an overzealous plumber with a new drill running amock in a house, I introduce him to the word "backcharge", and life is good again.

*I don't know if these holes are a problem (actually I'm too lazy to read the whole post and try to visualize everything.)As I recall, the rules are:holes in center (from top to bottom) of joist only.holes no larger than 1/3 the joist depthnotches no larger than 1/6 joist depthno notches in center 1/3 of span.All from memory, I've been wrong before, at least my wife tells me I have.
