I recently salvaged some old pine framing wood that I want to convert to flooring.
I don’t have access to a true milling machine that can surface all four sides.
If I had an option, I would prefer not to face nail the boards for aesthetic reasons, however, it may be my only solution.
Does anyone have an alternative solution?

How wide do you want the finished boards to be? How much square footage do you want to cover with this wood?
From what I see over at Breaktime (where you should also post this question, if you haven't already), 5" is about the maximum width for blind nailing tongue and groove flooring, maybe a little less for pine.
Depending on where you live, there may be a millwork shop within reasonable driving distance that will mill them for you. Lacking that, you can do them with a table mounted router. If you don't have or don't want a router, or if you have more time than good sense, you can go really Neanderthal and cut the T&G with molding planes. :O)
Glue is another possibility, maybe riskier over a plank subfloor than it would be over sheet goods (plywood or OSB).
