Just bought the home.
Neither hot water heater has a pan.
Concrete floor.
Need advice on how to plumb drain/pressure relief valve to the outside of house. One HWH is on an exterior wall, so not much of a problem.
The other is not.
Options:
Cut concrete floor/tile to lay down 3/4″ PVC to discharge outside and then cover back up.
Run pressure relief valve plumbing through attic and discharge under soffit (this is how it’s currently done (with 1/4″ copper line!) but I don’t think this is an option due to water having to go up and any HWH leaks would still flood the house).

Is there no floor drain anywhere?
Nope.
Guessing the only thing I can do it cut a trench in the tile/concrete, lay down 3/4" PVC to outside wall

Congrats on your new home! For the water heater on the exterior wall, you can easily run a 3/4″ PVC pipe through the wall to drain outside. For the other one, it’s better to cut the concrete and lay the pipe under the floor, since running it through the attic could cause leaks and flooding.
