You should use step flashing over the shingles and a cap flashing that covers the top of the step flashing and goes under the siding.
Thanks Florida, I had a feeling that that was the way it should be done. But how can I get under the siding without removing it?
It's hard to tell from the pictures -- there may already be step flashing under that flashing we see. You can often reuse the stuff if you're gentle when you tear off the old shingles. (And if you were planning a shingle-over you don't need any additional flashing.)
Try to take more photos for an exact answer :)
