How long can palletized cedar roof shingles sit outside exposed to elements?

How long can palletized cedar roof shingles sit outside without issue?  Months? Years?  Will there be issues if they have been exposed to the elements for 8 months or so?

    One issue could be mold.
    Another could be rust stains from metal banding
    Big difference in moisture content between shingles.

    Someone from the northeast/west would be a good advisor, minimal use here in NW Ohio
