How do you drain footings that are below grade?
Consider the following picture. It shows a drain tile next to a spread footing. The question is where does the water go if that footing is 4 feet below the grade and there is no convenient place for the pipe to drain?

Into a sump pit where it gets pumped up to daylight.
If you have a sloped lot you can trench to daylight also. If a sump pump is the only option some sort of redundant/ battery back up is a good idea.
