Perimeter drains for leaders are usually put in and backfilled before framing.  Therefore, the vertical stub-up for the leader has to be located off the foundation wall.

This can be a lot easier by making up a ‘locating device’ from a short section of thin-wall plastic pipe screwed to wood blocking which is then bolted in each location to the top of the foundation wall (using the threaded anchor bolts).

You can even slit the plastic pipe so that the vertical stub can be held in place in exactly the right spot.
