I have primed corregated cement siding that I want to paint to match original color which is a black color in the deep recesses and a redwood color for the top. I assume I would paint the whole siding the base color black. I’ve tried various techniques to paint the highlighted portions but everything I’ve tried soaks into the vissures. Suggestions?

If you have some to experiment with, I'd suggest the reverse of what you described.
Paint with the red first and allow it to fully dry, then quickly paint the black focusing on the 'fissures' and then wipe it off with a clean rag wrapped over a stiff sponge. Maybe dampen the rag with whatever the paint manufacturer recommends for cleanup.
Thanks. Novel solution.
Updated my comment.
First, paint the entire surface with the base color black. Once dry, use a dry brush technique with minimal redwood paint on your brush. Drag the brush lightly over the raised surface so that the redwood paint covers only the raised areas. For more precision, use a small sponge or roller to better control the highlighted area.
