I live in the Northeast, have a 1700sq foot house plus a finished basement (3 total floors). I have a Mitsubishi ductless multi zone system for heat and AC and an unconditioned attic. This limits indoor duct and vent placements.
What’s the minimum amount of stale air and supply air vents I can place in the house to have an effective HRV ventilation system? For example, could I just do a stale vent in the kitchen on the 1st floor, and then a fresh air vent on the second floor by a stair case wall that is open to all the bedrooms and leads down to the living room? Second system for the basement?

Exhaust for each bathroom.
Exhaust in the kitchen, at least 6ft from the range, so not to interfere with range hood..
If there is a separate laundry room, exhaust in there as well.
Supply to every other room in the house.
20 cfm for the master bedroom, 10 cfm for other rooms / areas. i.e. combined living/dining room, is 20 cfm.
A pretty good reference: (it's from Canada, but the sizing info is pretty much in line with US codes. Check with you local building department)
