It has to do with dew point. Tools in unconditioned spaces will always rust. Cool nights and the tools get cool. Humid days and the condensation forms on the tools. It helps to keep them covered.
would felt be a good covering? can the cover just be draped over the machine, or does it have to be in contact with the metal

I've used horse coolers for a table saw. That worked ok. I think felt would would be good. Just draped over the machine is good.

Another thing on the table saw, keep it waxed, any wax, car wax, furniture wax.........it also helps the wood slide better.

That was my other question, I have the Ryobi BTS 1500 and It has a black top on it, is this paint or a type of metal, will it rust?

That black paint(not sure if its really paint but probably) will not rust but eventually as you use the saw that paint will wear away, the wax will help slow down that wear. I would wax over the paint.

One thing to keep in mind, don't leave metal covered in plastic for
periods of time.
It will rust.
Cloth is much safer, that's why car covers breath.

I don't think felt is a good idea - not around here anyways. It can absorb moisture and hold it too the metal increasing the chances of rust. Same with dust, sawdust, and lint. When I see rust on tool surfaces ( not mine) that have been unused for a long time it is always worst where dust is accumulated. if you choose to use covers use something like a tableclothe for picnic tables with the plastic surface and sift backing

I would have thought you would have problems with the salt air. My tools don't seem to rust, but the door knob and light on the shed they are went bad quickly.
Lot of people who are close to the water and don't tend to their tools do have fast growth of surface rust. I use the sprays I mentioned and never a problem - unless rain fills a tool box and I don't know it -

Not if you take care of them.
Boeshield is a spray on wax that penetrates metal surfaces and works a log time. Developed by Boing for aircraft.
SlipIt is another.
Surfaces like TS tops get the Slipit or a paste wax automobile wax

I use lots of the old fashioned Johnson's floor wax for this purpose. I like it because it creates a moisture proof coating, is a lubricant, but once it's dry it doesn't load up with grime the way grease does. Dirt-laden grease is worse than no grease at all in some cases.
